Who this applies to, and your responsibilities
As a packer, manufacturer, importer or retailer your packaged goods must meet the requirements of the Weights and Measures Act 1987.

Requirement to sell goods by net quantity
Packaged goods in New Zealand must be sold by net quantity. That means all packaging must be excluded from the quantity charged.

General quantity labelling requirements
Goods sold by weight, measure or number must have their quantity marked or labelled using one of the units of the metric system.

The Average Quantity System (AQS)
The Average Quantity System (AQS) is how Trading Standards Officers assess whether pre-packaged goods comply with the Weights and Measures Act.

Desiccating goods
Some goods that are packaged to a stated net quantity may lose weight or volume over time through moisture loss. In some cases these may be considered to be 'desiccating goods'.
