Technical policies
Applicants seeking accreditation and Accredited Persons should be familiar with our Technical Policies – especially those relevant to the accreditation categories listed in their application or Letter of Accreditation.
The purpose of our technical policies is to provide clarity and to avoid areas of possible confusion that may lead to non-compliance.
The technical policies came into force 1 January 2017, and are not retrospective. Instruments that are stamped with a Mark of Verification or issued with a Certificate of Accuracy after 1 January 2017 must meet the requirements set out in these policies.
All previous technical policies are no longer valid. This includes technical policies provided by Trading Standards or under any of its former titles and by any means of communication.

TS–001 Records issued by accredited persons
This policy applies to any record issued by an accredited person in relation to any weight, measure, or weighing or measuring instrument that is either in use for trade or is not in use for trade.

This policy prescribes what information is required to be recorded on a test sheet completed by an Accredited Person.

This policy is to be used to confirm the accuracy and suitability of the printed and stored information generated from an approved liquid measuring instrument.

TS–005 Capacity of volume measures for testing liquid measuring instruments at maximum flowrate
This policy prescribes the capacity of a working standard volume measure that is used for testing liquid measuring instruments at maximum flowrate.

TS–006 When is a full verification test required for weighing and measuring instruments
This policy confirms when an instrument, which is in use for trade, requires a full verification test to be completed.

TS–007 Eccentricity test on weighing instruments
This policy details the test procedures to be used when performing an eccentricity test, using working standards of mass, using unknown loads and performing a rolling load test.

This policy prescribes the minimum load to be removed when performing a repeatability test on a weighing instrument.

This policy prescribes the maximum acceptable load required to perform a discrimination test on a digital weighing instrument.

This policy details the procedure to follow when performing a span adjustment on instruments with a maximum capacity > 1000 kg.

TS–011 General sealing requirements for weighing and measuring instruments
This policy specifies the sealing requirements applicable to weighing and measuring instruments that have been issued with a Certificate of Approval.

TS–012 Using indicators in expanded or test mode on weighing instruments
This policy prescribes the procedure to be followed when using an indicator in expanded or test mode and the subsequent sealing or verification of the indicator.

This policy defines the use of a secondary indicator when used in addition to an approved primary indicator.

This policy details the requirements to be followed when using a weighing instrument as a reference instrument for the purpose of verifying or inspecting another instrument.

TS–018 Specifications for a ‘Mass Standards Cradle’
This policy details the specifications a ‘Mass Standards Cradle’ has to meet in order to be issued with a verification certificate and to be deemed a working standard.

TS–019 Multiple baseworks connected to a single indicator on weighing instruments
This policy details the criteria to follow when connecting a single digital indicator to multiple baseworks.

TS–020 Additional non-approved indicator for summing readings from multiple approved indicators on weighing instruments
This policy provides the requirements for an additional non-approved indicator, which is connected to a weighing instrument and is used for summing the weighing results obtained from multiple primary approved indicators.

TS–021 Tare requirements on weighing instruments used for direct sales to the public
This policy provides the requirements for the semi-automatic tare function on non-automatic weighing instruments, with a maximum capacity not greater than 100 kg, which are designed to be used for direct sales to the public.

TS–022 Using a weighing instrument for trade below the approved minimum capacity
This policy prescribes the use of a weighing instrument below the minimum capacity, which is stated in the Certificate of Approval and on the identification plate of the instrument.

TS–023 Suitability of using a load cell and hybrid conversions on weighing instruments
This policy prescribes the requirements for a load cell to be used in an approved weighing instrument which is constructed using individual approved modules (e.g. OIML R 60 approved load cell(s) and NZ approved indicator).

TS–024 When an auxiliary (peripheral) device is fitted to a weighing instrument
This policy confirms the accuracy and suitability requirements of the printed and stored information generated from an approved weighing instrument. This scope only applies to the auxiliary equipment that has been retrofitted to an approved instrument.

TS–025 Load receptor size reduction or increase verification scale interval value on a weighing instrument
This policy confirms the requirements when the size of a load receptor is reduced or the verification scale value is increased on a class III or IIII non-automatic weighing instrument.

TS–026 Retrofitting a roller or conveyor system to an existing approved weighing instrument
This policy defines the procedure to be followed when retrofitting a roller or conveyor system (non- motorised) to an existing approved non-automatic weighing instrument. No variant approval application is required.

TS–027 Design and construction requirements for working standard measures of volume
This policy prescribes the requirements for the design and construction of working standard measures of volume used by an Accredited Person when inspecting and verifying trade approved liquid measuring instruments.
